BACKGROUND:
In August of 2020, the City entered into a professional services agreement with BGE, Inc., in the amount of $150,800 for the rehabilitation and upgrade of the Farmers Branch Office Park (FBOP) Lift Station with renovations intended to relocate and replace all electrical equipment including the emergency generator and automatic transfer switch from a below-ground concrete structure to an above-ground installation. In June 2023, the City amended the agreement with BGE, Inc. by $62,743 to expand the original scope of work, which now includes geotechnical services and the administration of alternative delivery methods through a Construction Manager at Risk (CMAR) contract.
On June 14, 2023, a catastrophic failure occurred at the FBOP Lift Station, which was declared an emergency by the City Manager. This required the immediate procurement of goods and services to restore the station to proper working conditions, thereby protecting the health, safety, and welfare of Farmers Branch residents. In response, the City authorized an emergency bypass repair in August 2023, in the amount of $56,830.00, to address the urgent need.
In July 2024, the City entered into a CMAR contract with Felix Construction in the amount of $46,913 to transfer project risk and responsibility, while encouraging early collaboration during the design phase. Subsequently, in July of 2025, the Public Works Department received the Guaranteed Maximum Price (GMP) submittal from Felix Construction in the amount of $2,916,159 for all necessary upgrades, including a new electrical system to replace the hazardous underground vault.
DISCUSSION:
Due to the project's complexity and the location of the underground electrical vault, which creates unsafe working conditions, a design-build contract is the most suitable approach for this project. The CMAR approach will allow the project to be completed in a timely manner and to stay within budget. The Opinion of Probable Construction Cost (OPCC) for this project was $3,500,00. On June 11, 2025, the City received one bid for the construction of this project. Felix submitted the sole bid for this project, meeting all requirements in the amount of $2,916,159.
FISCAL IMPACT:
The project cost is $2,916,159. Funds are available in the non-bond utility capital improvement project program fund.
