Consider and take action regarding direction to City Administration to take the necessary action to amend the West Side Plan of the Comprehensive Plan.

BACKGROUND:
In 2003 the City adopted the West Side Plan. This document serves as the official Comprehensive Plan for the portion of the City located west of Stemmons Freeway (US Interstate 35 East). The primary focus of the West Side Plan was to provide the City a long range land use plan for future development for this area. This land use plan recommends the area to be developed primarily as an employment area with specific subareas designated for a mixture of high density office, retail, entertainment, and multi-family residential land uses. The 2003 West Side Plan does not recommend lower density single family development within this portion of the City.
 
Over the last six months the City has experienced strong interest from several residential master developers regarding the possible creation of new single family residential communities on the West Side. The most recent interested developer, Huffines Communities, has conceptually proposed a new single family community of approximately 105 acres and 850 homes. Since this potential development is not consistent with the 2003 West Side Plan, the City must amend this long range land use plan before such a proposed rezoning case and residential masterplan could be considered by the Planning & Zoning Commission and City Council.
 
City Administration estimates this significant amendment to the West Side Plan would take approximately nine (9) months to complete and cost the City approximately $100,000.
 
DISCUSSION:
On October 30, 2014 the City Council hosted a joint meeting with the Planning & Zoning Commission to discuss the future land use opportunities for the West Side. At the conclusion of that meeting the City Council asked this item to be placed on the agenda for this City Council meeting in order to take action and give direction to City Administration.
 
RECOMMENDATION:
Recommendation by City Administration that the City continue with the future land use plan and policies currently in the 2003 West Side Plan.
