Title

Discuss and review procedures for Board and Commission Subcommittees and determine if amendments are needed.

Body

REQUESTOR:

Mayor Terry Lynne

BACKGROUND:

Boards, committees, and commissions serve an important advisory role in supporting the City Council's policy-making process. As part of that role, subcommittees provide a structured mechanism for conducting focused research, evaluating alternatives, engaging stakeholders, and developing recommendations on specific topics prior to consideration by the full board, committee, or commission.

The use of subcommittees has been a longstanding practice within the City of Farmers Branch and has supported a variety of Council priorities, special projects, community programs, and event-planning efforts. In particular, the Events Subcommittee was established through City Council action as part of the City's board and committee framework, reflecting Council's recognition that certain initiatives may benefit from more focused review and planning.

Currently, five of the City's eleven active boards, committees, and commissions utilize subcommittees to support their work:

                     Sustainability Committee

                     Historical Preservation and Restoration Board

                     Senior Advisory Board

                     Arts & Culture Committee

                     Parks & Recreation Board

Existing subcommittees address a variety of subjects, including sustainability initiatives, cultural programming, special events, historical preservation efforts, strategic planning, and park-related projects. In addition to board and committee members, several subcommittees include resident volunteers who contribute subject matter expertise, assist with project planning, and support implementation efforts.

Recent board and committee activities demonstrate the continued use of subcommittees to advance specific initiatives. Examples include the Parks & Recreation Board's Bird City Subcommittee and the Arts & Culture Committee's Artist Outreach, Arts & Culture in Public Spaces, Strategic Planning, Arts & Culture Festivals, and Events Subcommittee. These subcommittees routinely report their activities and recommendations back to the full board or committee for discussion and consideration.

DISCUSSION:

The purpose of this workshop is to provide City Council with an overview of the City's existing subcommittee structure and practices, review how subcommittees are currently utilized across various boards, committees, and commissions, and discuss potential policy considerations related to their formation, membership, operation, and reporting requirements.

The discussion is intended to provide policy direction regarding the future use of subcommittees while ensuring consistency with the City Council's expectations for transparency, resident engagement, advisory board effectiveness, and compliance with applicable provisions of the Texas Open Meetings Act.

No formal action will be taken during this workshop.
