Consider approving Resolution No. 2025-163 adopting a Complete Streets Policy for the City of Farmers Branch; and take appropriate action.

BACKGROUND:
In June 2023, the City Council approved Resolution No. 2023-054 authorizing an agreement with the City of Farmers Branch and Kimley-Horn and Associates, Inc., for the development of an Active Transportation Plan. As part of the scope of services, the City also requested that the consultant develop a Complete Streets Policy. The public input for the Complete Streets Policy was gathered concurrently using the same methodology as the Active Transportation Plan.
The Complete Streets Policy aligns with the Regional Transportation Council of the North Central Texas Council of Governments’ adopted Resolution 22-04, supporting a regional model for complete streets (context-sensitive design).
At the August 19, 2025, City Council meeting, consultants and staff presented the Complete Streets Policy to the City Council and compiled feedback. Based on Council feedback, the policy was updated to remove the mandate language for staff and Council, allowing Council to make modifications to recommendations brought before them. Responses to inquiries and changes made to the document are included in the attached memo and redlined document.
DISCUSSION:
The Complete Streets Policy provides a design approach for future transportation projects that enables safe and convenient access for all people and modes of travel. The policy, if adopted, will also assist in qualifying for Transportation Development Credits, which can offset local funding requirements for transportation projects.
The consultant’s deliverables align with the 2025 Strategic Plan (Critical Business Outcome 3), the adopted Comprehensive Plan, and the Sustainability Plan.
The Sustainability Committee has reviewed the document and unanimously recommends its adoption.
