BACKGROUND:
In December 2024, the concept of phased development for Mercer Park within the Mercer Park Subdivision was presented to the City Council. During the subsequent discussion, staff received a directive to assess the feasibility of completing the development in a single phase.
On July 1, 2025, staff presented their findings to the City Council. At this meeting, staff reported that an additional $2,007,000 would be required to fully complete both the north and south portions of the park. After the discussion, the staff was directed to proceed with the development of the north portions as presented to the public.
The original agreement with developer Centurion American for Mercer Park stipulated that the developer would dedicate the park property and make improvements to the park, but the developer provided no direct funding for park development at that time. At this point, the only funds expended for the park are for the trees and irrigation, as specified in the phase prepared by the developer as part of the original agreement.
DISCUSSION:
Staff will review those expenses with the City Council. At this point, the current expenses account for a total of $135,808.57, leaving a project balance of $922,190.52.
Council will consider utilizing the design services of Teague Nall and Perkins, Inc., for a total fee of $181,550, to provide surveying, landscape architecture, and civil engineering services for the construction documents of Mercer Park to complete the north portion.
FINANCIAL IMPACT:
The cost for design fees is $181,550. Funds will be utilized from the Non-Bond CIP Capital Improvement Program Fund.
