BACKGROUND:
The applicant, Luis Chico with Creativo Designs USA, is requesting approval of a Specific Use Permit (SUP) for an approximate 7,576 square foot furniture store within an existing building. The subject 1.44-acre site is located on the east side of Josey Lane, south of Valwood Parkway, and is zoned Local Retail District-2 (LR-2), which is governed by the Comprehensive Zoning Ordinance (CZO) and requires SUP approval for furniture stores.
DISCUSSION:
The applicant intends to occupy the suite addressed as 14024 Josey Lane, which abuts an existing retail tenant addressed as 14030 Josey Lane within the same building. When combined, a total of 30 parking spaces are required, while the subject property has a total of 82 parking spaces, thus leaving a surplus of 52 parking spaces.
Staff reviewed the application for compliance with the Comprehensive Plan and the Comprehensive Zoning Ordinance. The following considerations guided the staff’s analysis:
- The surrounding property is characterized by commercial and retail uses. The proposed furniture store is compatible with the existing surrounding uses and, thus, consistent with the recommendations of the Comprehensive Plan.
- The proposed hours of operation are comparable to the existing uses in the area.
- The proposed use, if approved, will comply with the Comprehensive Zoning Ordinance.
Public notice was provided in accordance with Texas Local Government Code Chapter 211 and the City’s notification requirement. On October 13, 2025, the Planning and Zoning Commission conducted a public hearing and unanimously recommended approval of the SUP request.
The Council will discuss whether to grant this SUP request. Staff will be available to answer questions.
