Title: Continue a public hearing and consider adopting Ordinance No. 3290 amending Planned Development No. 81 (PD-81) to allow a 10.58 acre "Mixed Use Residential" development including a Conceptual Site Plan, and take appropriate action. The proposed Conceptual Site Plan includes the development of approximately 448 multi-family units with several Special Exceptions. The site is located on the southwest corner of the intersection of the eastbound frontage road of the LBJ Freeway (I- 635) and Mira Lago Boulevard within PD-81, commonly known as 11771 Mira Lago Boulevard.

Continue a public hearing and consider adopting Ordinance No. 3290 amending Planned Development No. 81 (PD-81) to allow a 10.58 acre "Mixed Use Residential" development including a Conceptual Site Plan, and take appropriate action.  The proposed Conceptual Site Plan includes the development of approximately 448 multi-family units with several Special Exceptions.  The site is located on the southwest corner of the intersection of the eastbound frontage road of the LBJ Freeway (I- 635) and Mira Lago Boulevard within PD-81, commonly known as 11771 Mira Lago Boulevard.

BACKGROUND:
T. Sorrento Incorporated is proposing the development of a multi-family community on this 10.58 acre site. This proposed new community would consist of two buildings, each with 224 dwelling units, for a total of 448. Both buildings would be 4 stories and each will contain an internal parking garage. This community would be developed in two phases.
 
Currently this site is within the "Employment Core" subdistrict of Planned Development No. 81 (PD-81). Multi-Family development is not allowed within this subdistrict. Therefore the applicant is requesting that PD-81 be amended to remove this site from the "Employment Core" subdistrict and place it in the "Mixed Residential" subdistrict.
 
As requested by the applicant (who was unable to attend the previous City Council meeting on July 15, 2014), this public hearing was continued to this meeting.
 
RECOMMENDATION:
The Planning & Zoning Commission voted to recommend approval of these amendments to PD-81, including the Conceptual Site Plan and the outlined Special Exceptions, with the following conditions:
 
1.      The exterior for both buildings will be composed of at least 60% brick or stone, and no more than 40% of the exterior be composed of stucco. All stucco shall be at least ¾" thick and use a "three step gypsum-plaster" application process.
 
2.      Phase Two, or the western portion of this site containing approximately 224 units, shall not be developed until all of the following elements have been completed.
 
a.      Development of a new hotel (containing approximately 90 rooms) immediately east of the site, along either Mira Lago Boulevard or the LBJ Freeway.
b.      Development of a new street connecting Mira Lago Boulevard with the LBJ Freeway eastbound frontage road.  This street would be located somewhere within either Lot 1 or Lot 2, Block B of the Mira Lago Addition.
c.      Development of a ½ acre pocket park at the southern tip of Lot 1, Block E of the Mira Lago Addition. Once completed this park will be maintained by the Property Owners Association (POA).
d.      Development of a 5' wide hard surface walking trail around the perimeter of the central block bounded by Mira Lago Boulevard, Lago Vista West and Lago Vista East. In addition the remaining portion of this central block will be re-graded and dressed with new topsoil and reseeded with grass to be used temporarily as a common open space area. Once completed this open space and trail will be maintained by the POA.
 
ACTIONS:
1)      Motion to adopt Ordinance No. 3290 adopting Ordinance No. 3290 amending Planned Development No. 81 (PD-81) to allow a 10.58 acre "Mixed Use Residential" development including a Conceptual Site Plan.
2)      Motion to deny Ordinance 3290 adopting Ordinance No. 3290 amending Planned Development No. 81 (PD-81) to allow a 10.58 acre "Mixed Use Residential" development including a Conceptual Site Plan.
3)      Motion to modify Ordinance No. 3290 amending Planned Development No. 81 (PD-81) to allow a 10.58 acre "Mixed Use Residential" development including a Conceptual Site Plan.
4)      Motion to table the issue for further study or take no action.
