BACKGROUND:
The applicant, Samuel T. Bronson III, with Priority Care Transit EMS Central, is requesting approval of a Specific Use Permit (SUP) for the outdoor storage of emergency medical service (EMS) vehicles. Priority Care Transit provides emergency medical transportation services on a 24-hour basis, seven days a week. Priority Care Transit currently occupies suites 130 and 200 of 2002 Academy Lane, used for professional offices, on an approximately 2.84-acre property located at the southwest corner of Academy Lane and Senlac Drive.
The property is zoned Planned Development District No. 77 (PD-77). PD-77 permits professional office uses, which include administrative functions and dispatch operations. However, outdoor vehicle storage is not permitted by right in PD-77 and therefore requires Council approval of a Specific Use Permit.
DISCUSSION:
The purpose of this request is to bring the existing outdoor storage of EMS vehicles into compliance with City zoning regulations while supporting the applicant’s ongoing operations. The proposed SUP would authorize the continued storage of EMS vehicles on-site as shown on the submitted site plan.
Staff have reviewed the application for compliance with the Comprehensive Plan, PD-77 development standards, and the zoning ordinance. The following considerations guided the staff’s analysis:
- The property is located in a corridor characterized by light industrial, office, and service uses. The proposed EMS vehicle storage is compatible with these surrounding uses.
- The applicant operates on a 24-hour basis. Vehicle movements are limited to dispatch and return trips, which are not anticipated to generate adverse traffic or noise impacts beyond what is typical for service operations in the district.
- The applicant has identified a designated outdoor storage area and will provide screening consistent with PD-77 requirements, mitigating visual impacts to adjacent properties.
- Academy Lane and Senlac Drive are collector streets designed to accommodate commercial traffic and are adequate to serve the proposed use.
Public notice was provided in accordance with Texas Local Government Code Chapter 211 and the City’s notification requirements.
On September 8, 2025, the Planning and Zoning Commission conducted a public hearing and recommended approval of the SUP by a vote of 4-3, with Commissioners Sultzbaugh, Trapp, and Noris voting in opposition.
The Council will discuss whether to grant this Specific Use Permit request.
