BACKGROUND:
In 2009, the City Council approved a resolution authorizing Farmers Branch residents to demolish and rebuild their existing homes with cash and property tax incentives. The resolution was later amended to include builders and developers as eligible for the incentive.
The program has undergone several iterations, with the most recent occurring at the conclusion of the September 2, 2025, City Council meeting. Staff were directed to analyze and provide a cost estimate for implementing a four-year tax rebate, with no cash grant component, under the demo/rebuild program as approved by Council.
On October 8, 2025, during the City Council meeting, staff presented the proposed cost estimates for implementing a four-year tax rebate incentive with no cash grant under the demo/rebuild program. Following the presentation, the Council approved proceeding with the implementation of the four-year tax rebate, with no cash grant incentive. Staff will notify all participating builders and developers of the change, and the agreement will take effect on January 1, 2026, following the project’s approval date.
On December 9, 2025, the City Council approved a new four-year tax rebate incentive with no cash grant component for the demo/rebuild program.
At the December 16, 2025, City Council meeting, staff were directed to simplify the application process to allow the City Manager or designee to approve applications in accordance with program guidelines and to update the council quarterly on results.
DISCUSSION:
Discuss approving Resolution No. 2026-013, authorizing the City Manager or designee to approve applications in accordance with program guidelines. Staff will be available for any questions the Council may have.
