Title

Consider approving Resolution No. 2026-131 authorizing an agreement for medical direction for the Farmers Branch Fire Department from Beacon Emergency Services Team, P.A., dba BEST EMS in the amount of $56,353; and take appropriate action.

Body

REQUESTOR:

Fire Department

BACKGROUND:

Providing high-quality emergency medical services (EMS) is a critical responsibility of the Farmers Branch Fire Department and is essential to protecting the health, safety, and well-being of the community. A medical director is required to ensure that EMS personnel operate under appropriate medical oversight and deliver care consistent with current medical standards and best practices.

In FY 2026-2027, the Fire Department budgeted $56,353 for medical direction service. The Texas Department of State Health Services requires an EMS Physician Medical Director for the Fire Department to provide Emergency Medical Services. This service provides clinical guidance, medical protocols, quality assurance, and oversight necessary for emergency personnel to deliver safe, consistent, and legally compliant patient care.

BEST EMS entered into its initial contract with the Fire Department in 2019, with renewal terms ending on November 30, 2025. However, to continue services, BEST EMS and the City of Farmers Branch executed a new agreement on November 19, 2025, with subsequent one-year periods, subject only to the agreement’s termination rights.
