Conduct City Council Orientation for newly elected and existing Councilmembers and review Governance, Legal, and Ethical responsibilities and requirements.

BACKGROUND:

Following the canvassing of election results and the administration of the official oath of office, newly elected City Councilmembers assume the responsibilities of public office and begin participating in the City's governance. To support an effective transition and promote sound municipal governance, the City conducts a comprehensive orientation program to familiarize Councilmembers with their statutory responsibilities, legal and ethical obligations, the governance framework, and their policymaking role.

 

In addition to onboarding newly elected officials, orientation provides an opportunity for returning Councilmembers to receive updates on evolving legal requirements, governance best practices, and City policies. Regular training helps ensure that all members of the governing body maintain a consistent understanding of their responsibilities and remain informed regarding changes in state law, regulatory requirements, and organizational priorities.

 

The orientation program provides Councilmembers with information regarding the City Charter, Council policies, open government requirements, financial stewardship, strategic planning, and communication protocols. The training is intended to support informed decision-making, effective governance, and compliance with applicable laws governing municipal officials.

 

DISCUSSION:

The City Council Orientation is designed to provide newly elected and returning Councilmembers with a comprehensive overview of municipal governance, legal requirements, and the roles and responsibilities of elected officials under the Council-Manager form of government. The orientation serves as an educational forum to review key governing documents, applicable laws, organizational policies, and governance practices that support effective leadership, transparency, accountability, and public trust.

 

Topics to be covered during orientation include, but are not limited to:

 

                     City Charter provisions and governing authority;

                     Texas Open Meetings Act and Texas Public Information Act requirements;

                     Ethics, conflicts of interest, and standards of conduct;

                     Strategic planning and Council policy direction;

                     Budget development, financial stewardship, and fiduciary responsibilities;

                     Communications, media relations, and public engagement practices;

                     Workplace conduct, anti-harassment requirements, and expectations for professional interactions;

                     Board and commission appointments and governance practices; and

                     Other legal, operational, and policy matters relevant to the performance of Council duties.

The orientation is educational and intended to equip Councilmembers with the knowledge and resources necessary to fulfill their responsibilities effectively, exercise sound judgment, and support the City's commitment to transparent, ethical, and effective governance.
