BACKGROUND:
Currently the Cities of Farmers Branch, Carrollton and the Town of Addison share a four-site nine-channel 800Mhz Trunked Simulcast Radio System which provides public safety radio coverage for each of the Cities, including the provision of police, fire and emergency medical services. The current system was designed and developed with the assistance of RCC radio consultants.
With the current radio system approaching the end of its service life, on June 1, 2010 the Council authorized the City Manager to enter into an interlocal agreement with the Town of Addison and the Cities of Carrollton and Coppell to contract with RCC to provide consulting services for Phase I of the future Public Safety Communications Systems Project. Phase I of the project was completed with RCC recommending the four cities upgrade to a six site ten channel Project 25 digital networked trunked simulcast radio system.
On December 6, 2011 the Council authorized an amendment to the interlocal agreement that retained RCC for Phase II of the project. RCC provided consulting services that facilitated the implementation of the upgrade, including the design of and preparation of procurement specifications, evaluation of vendor proposals, and selection of a vendor to provide and install the new radio system.
On June 18, 2013 the Council authorized an interlocal agreement with the City of Carrollton, City of Coppell and Town of Addison to purchase, install and maintain the new shared public safety radio system. The Council also authorized the City Manager to enter into a contract with Harris Inc. to purchase, install, and maintain the new public safety radio system.
With the new shared radio system interlocal agreement approved and the contract to purchase the system approved, it is necessary to retain the services of RCC for Phase III of this project. In Phase III, RCC will provide consulting services to facilitate the installation and testing of the radio system.
On December 4, 2012 Council adopted Ordinance No. 3213 authorizing the issuance of Combination Tax and Revenue Certificates of Obligation, Series 2012, in the aggregate principal amount of approximately $3 million to fund the public safety radio project. A portion of this funding will be utilized to retain the services of RCC, if approved. The total cost of the RCC contract is $254,859.35 to be divided among the four cities. Farmers Branch's portion is $63,714.83.
The Town of Addison has agreed to be the "point of contact" for RCC with the other cities reimbursing them.
This item is consistent with Core Value #1 providing safety and security for citizens, visitors and businesses through progressive public safety programs.
RECOMMENDATION:
City Administration recommends approving Resolution No. 2013-039 authorizing the City Manager to negotiate and execute an Interlocal Agreement with the Town of Addison, City of Carrollton and City of Coppell to provide for the Cities' cost participation in the additional services to be provided by RCC with respect to project management of the Harris Contract, with the cost participation for the City of Farmers Branch to not exceed the lesser of 25% of the costs for RCC's services invoiced to the Town of Addison or $70,000.00 and take appropriate action.

1) Motion to approve Resolution No. 2013-039 authorizing the City Manager to negotiate and execute an Interlocal Agreement with the Town of Addison, City of Carrollton and City of Coppell to provide for the Cities' cost participation in the additional services to be provided by RCC Consultants, Inc. 2) Motion to deny Resolution No. 2013-039 authorizing the City Manager to negotiate and execute an Interlocal Agreement with the Town of Addison, City of Carrollton and City of Coppell to provide for the Cities' cost participation in the additional services to be provided by RCC Consultants, Inc. (RCC) with respect to project management of the Harris Contract, with the cost participation for the City of Farmers Branch to not exceed the lesser of 25% of the costs for RCC's services invoiced to the Town of Addison or $70,000.
3) Motion to modify to meet the needs of the Council.
4) Motion to table the issue for further study or take no action.
