BACKGROUND:

The City of Farmers Branch is committed to proactive emergency preparedness, disaster response planning, and ensuring the continuity of critical public services during and after major emergency events. As part of this commitment, the City continually strengthens its operational readiness and regional coordination to better protect public health, safety, and welfare during disasters.

 

Regional collaboration related to emergency preparedness provides several operational and strategic benefits to participating agencies. By working together, agencies improve intergovernmental coordination, strengthen resource-sharing and mutual aid capabilities, establish consistent operational procedures, and enhance communication during disaster response and recovery efforts. A coordinated regional approach improves debris management, helps meet state and federal requirements, and prepares for potential reimbursement after federally declared disasters.

 

The participating agencies, the Cities of Farmers Branch, Carrollton, and Coppell, along with the Town of Addison, already maintain strong regional coordination relationships through emergency management and mutual aid activities. Due to the operational benefits of a coordinated regional effort, the City applied for a grant through the North Central Texas Council of Governments (NCTCOG) to develop coordinated interagency disaster debris management plans.

 

The proposed planning effort will primarily focus on debris generated by major storm and disaster events, including vegetative debris, construction materials, and public right-of-way obstructions resulting from severe weather or other emergency incidents. This effort supports the City Council’s priorities related to public safety, operational resilience, fiscal stewardship, and regional collaboration.

 

DISCUSSION:

Approval of Resolution No. 2026-062 will approve an Interlocal Agreement with the Cities of Carrollton and Coppell, and the Town of Addison, and authorize acceptance of a grant from NCTCOG in the amount of $130,000 for coordinated interagency disaster debris management planning. The grant-funded program will include:

 

                     Development of individual disaster debris management plans for each participating entity, including coordinated interagency operational strategies;

                     City-specific workshops to review and refine each plan; and

                     A joint regional workshop involving all participating entities to strengthen coordination and response capabilities.

 

This project will improve preparedness for debris-generating events, such as severe storms and other major emergencies. Specifically, the plans will:

 

                     Identify debris collection, staging, and disposal sites in compliance with Texas Commission on Environmental Quality (TCEQ) standards;

                     Define operational roles and responsibilities for debris management activities;

                     Support protection of public health, safety, and the environment;

                     Improve the speed, coordination, and quality of operational decision-making;

                     Support compliance with local, state, and federal requirements;

                     Enhance cross-jurisdictional coordination and mutual assistance capabilities; and

                     Improve readiness for potential state and federal reimbursement opportunities following declared disasters.

 

A coordinated debris management strategy also helps restore roadway access, emergency response routes, and essential public services more efficiently following major storm events.

The Interlocal Agreement does not obligate participating entities to assume operational or financial responsibility for another jurisdiction’s debris operations unless separately authorized during an emergency response event.

 

Following completion of the grant-funded planning effort, City staff will periodically review and update the plan as part of the City’s ongoing emergency management program to ensure continued operational effectiveness and regulatory compliance.

 

FISCAL IMPACT:

The grant award provides $130,000 in funding through NCTCOG for the development of coordinated disaster debris management plans for the participating entities. The grant does not require a local cash match. Existing staff resources will support coordination and ongoing plan maintenance activities
