BACKGROUND:
The property located at 1349-1399 Valley View Lane formerly operated as the City’s Citizens Collection Center (CCC), which provided municipal waste and recycling drop-off services. The CCC ceased operations in October 2024, and services were relocated to 13333 Senlac Drive. The former CCC site is currently vacant.
Prior to its use of the CCC, the property served as a landfill, which required an environmental evaluation before any potential sale or redevelopment. This evaluation includes assessment of soil and groundwater conditions and, if warranted, implementation of remediation measures in accordance with applicable regulatory standards.
A Municipal Setting Designation (MSD) is a regulatory mechanism authorized under Texas law and administered by the Texas Commission on Environmental Quality (TCEQ). An MSD formally designates underlying groundwater as non-potable, allowing the application of risk-based corrective action standards while prohibiting the use of potable groundwater to protect public health. Establishing an MSD for properties with historically impacted groundwater, such as the former CCC site, provides enforceable land-use and groundwater-use restrictions, supports compliance with TCEQ requirements, and helps facilitate future redevelopment opportunities.
DISCUSSION:
On February 4, 2026, the city executed a Professional Services Agreement with The Vertex Companies to provide consulting services and prepare the necessary MSD application documentation.
Approval of Resolution No. 2026-031 reaffirms the City Council’s authorization of this Professional Services Agreement and enables continuation of the MSD process needed to evaluate the site and position the property for future redevelopment.
FISCAL IMPACT:
Budgeted amount of $71,000 approved in the Fiscal Year 2025-26 Economic Development operating budget.
