BACKGROUND:

The purchase of one Toro Groundmaster 4500-D five-deck mower is requested for the Parks Maintenance Division to support ongoing turf maintenance and park operations. This purchase will replace Unity#6130151, a 2013 Jacobson LF570 five-deck reel mower, which has exceeded its useful life and is no longer operational. The unit has been in service for approximately 13 years and has accumulated approximately 2700 operating hours. The equipment is currently out of service due to engine failure, and repair is no longer considered cost-effective.

 

The City’s Fleet replacement guidelines establish a replacement threshold for mowing equipment at 10 years or 2500 operating hours, whichever occurs first. The existing unit exceeds both thresholds, and replacement is consistent with the City’s adopted equipment life cycle and asset management practices.

 

To ensure the best value, staff solicited proposals from multiple vendors and conducted an on-site performance demonstration for Parks Maintenance staff. Following the evaluation, Professional Turf Products, L.P. was identified as the best-value proposer. This determination was based on:

-                     Competitive pricing

-                     Proven equipment performance

-                     Availability and reliability of local dealer support, and

-                     The vendor’s proximity to Farmers Branch, which supports timely service, maintenance, and reduced equipment downtime.

 

Replacing this unit will help maintain service levels, reduce operational disruptions, and support the City’s parks and public spaces.

 

DISCUSSION:

City Council is requested to consider and approve the purchase of one Toro Groundmaster 4500-D five-deck mower. Approval of this purchase will allow the Parks Department to replace aging equipment, maintain operational efficiency, and continue delivering consistent park maintenance services in alignment with City standards and expectations.

 

FISCAL IMPACT:

Budgeted Financial Impact approved as part of FY 2025-26 budget in the amount of $88,500.
