BACKGROUND:

The City of Farmers Branch purchased its current jail software from Vision Software, Inc. in 1998. However, Central Square Technologies acquired Vision Software, and significant advancements in the software have been made since then. The City’s current software is severely behind current software versions and modern practices and, therefore, will require substantial work to get caught up.

 

DISCUSSION:

The City has an existing agreement with Central Square Technologies. To bring the Jail Holding Facility software up to current versions, CentralSquare will provide project management, professional services, and database conversion services to migrate the existing jail data into the latest version. This agreement also provides full software maintenance and support, including access to future upgrades, updates, and patches for the first year. The total agreement amount is $59,937.  After the first year, there will be a $6,000 yearly subscription fee.

 

CentralSquare’s software is proprietary and only available through them; they do not work with resellers. The Police Department also uses the CentralSquare Records Management and Evidence software, which is tightly integrated with the new version of the jail software. Therefore, this will be a Sole-Source procurement.

 

FISCAL IMPACT:

Budgeted item of $59,937, approved in FY 24-25 Annual Operating Budget and $6,000 yearly subscription fee for years two and beyond.

 

POSSIBLE COUNCIL ACTION:

1. I move to approve Resolution No. 2024-228 as presented.

2. I move to approve Resolution No. 2024-228 with modifications.

3. I move to table the issue for further study or take no action.
