BACKGROUND:

The City is committed to creating memorable holiday experiences that enhance the City's beauty and provide festive, family-friendly destinations for residents and visitors. Each holiday season, decorative lighting and displays transform City facilities and public spaces into welcoming environments that encourage community engagement, support local visitation, and celebrate the spirit of the season.

 

Historically, the Parks and Recreation Department has contracted with multiple vendors to install, maintain, remove, and store City-owned holiday lighting and décor, as well as provide rented holiday displays. Previously, staff had executed three different contracts with the same vendor- one for City Hall and facilities décor, one for décor at The Grove at Mustang Station, and one for décor storage. To improve efficiency, simplify project coordination, and ensure consistency in service, the Department sought to consolidate these services under a single vendor through a competitive bidding process.

 

Consolidating holiday lighting and décor services under a single competitively selected vendor improves operational efficiency, simplifies contract administration and project coordination, and establishes greater consistency and accountability for installation, maintenance, removal, and storage services.

 

In May 2026, Bid 26-08 was publicly advertised in the Dallas Morning News twice and posted on the City's website to solicit proposals for comprehensive holiday lighting and décor services. The scope of work includes installing, renting, maintaining, removing, and storing holiday lighting and décor at designated City facilities and public spaces.

Following the competitive bid process, staff is prepared to move forward with a comprehensive holiday lighting services agreement. Selecting a single vendor will streamline project management, improve coordination and accountability, and ensure the timely installation, dependable maintenance, efficient removal, and proper storage of all holiday lighting and décor. This partnership supports the City's continued investment in delivering a high-quality holiday experience for the community while enhancing the City's overall appearance throughout the holiday season.

DISCUSSION:

Approval of Resolution No. 2026-104 will authorize the agreement with Premier Lighting Enterprises, LLC, DBA Premier Christmas, for Christmas lighting installation, décor, rental maintenance, removal services, and storage for an amount of $199,776.

Four bids were received for holiday lighting: Holiday Design Sisters, Murphy Christmas Lights, Premier Lighting Enterprises, LLC, and Décor IQ. Of those four bids, Premier Lighting Enterprises, LLC provided the lowest and most responsible bid of $199,776. 

 

The Fiscal Year 2025-26 budget for lighting and holiday-related expenses is $218,000. Premier Lighting Enterprises, LLC’s bid is approximately $18,000 under the approved budget.
