BACKGROUND:

Aligning with the City’s strategy of serving our customers by achieving the highest standards of safety and security, the Police Department is seeking to expand its crime intelligence capabilities by partnering with the Carrollton Police Department to establish a multi-jurisdictional Auto Crime Task Force. The objective of the task force is to reduce motor-vehicle-related crimes through the use of technology and intelligence sharing.

 

In 2025, the Council authorized the application for and receipt of grant funding under the Motor Vehicle Crime Prevention Authority of the State of Texas (MVCPA) grant program in the amount of $240,000, to be used to purchase the equipment and materials necessary to establish a Drones as First Responder (DFR) program. The DFR program will utilize unmanned aerial vehicles and ground-based radar facilities for motor-vehicle-related crime detection, surveillance, and apprehension.

 

The establishment of the Auto Crime Task Force will integrate operations within the Farmers Branch and Carrollton Police Department’s Real Time Crime Centers (RTCC), including the DFR program.  

 

DISCUSSION:

Approval of Resolution No. 2026-035 will authorize the Farmers Branch and Carrollton Police Departments to collaborate to reduce regional auto theft by using unmanned aerial vehicles, ground-based radar facilities, license plate readers (LPR), fixed cameras, and intelligence gathered via the RTCC for motor vehicle-related crime detection, surveillance, and apprehension. The system equipment, platforms, staging facilities, hardware, software, and related equipment will be situated at a location to be provided by Farmers Branch pursuant to a License Agreement between Farmers Branch and Flock Group, Inc. The intent is to enter into this Agreement for the purpose of setting forth respective obligations in the implementation of the Task Force and the application for MVCPA grants, which both parties find and determine to be in the best interests of the public and of the citizens of each jurisdiction.

 

Under the Interlocal Agreement, staff will continue to pursue state and federal grant opportunities, including the Motor Vehicle Crime Prevention Authority of the State of Texas (MVPCA) and other public-safety technology grants, to sustain and enhance the Task Force's operations.

 

FISCAL IMPACT:

Budgeted amount of $300,000, approved in the Fiscal Year 2025-26 operating budget, with $30,000 to be reimbursed by the City of Carrollton. The Police Department will seek reimbursement for $240,000 through the Motor Vehicle Crime Prevention Authority, as consistent with the approved grant. The City’s remaining responsibility is $30,000.
