Receive a presentation regarding the Advanced Funding Agreement for the reconfiguration of Valley View Lane.

BACKGROUND:

The City has secured federal funding to reconfigure Valley View Lane from Denton Drive to Nestle Drive in accordance with the Station Area Form-Based Code. This reconfiguration will reduce the number of lanes from six to four from Denton Drive to Nestle Road to create space for on-street parking and a wider sidewalk along the north side of the road. Currently, the project is being designed.

 

An initial presentation was provided to the City Council at the June 4, 2024, Study Session. The Council had some questions and concerns about the traffic volumes and potential delays along the stretch of Valley View Lane from I-35 to Nestle Road as well as the signal timing at I-35 and Valley View Lane. Today’s presentation will provide additional information regarding the concerns and continue the discussion regarding the funding and project details.

 

DISCUSSION:

The City of Farmers Branch was approved by the Regional Transportation Council at the NCTCOG for Surface Transportation Block Grant (STBG) to fund the construction of the reconfiguration of Valley View Lane. The grant is for construction only, not design. The project is broken down into two smaller projects covered by the same Advanced Funding Agreement (AFA). The breakdown is due to the different funding sources that the City uses for the project. The sub-projects and funding sources are:

 

                     0918-47-427 - TDCs

                     0918-47-428 - local funds

 

The total estimated cost of the project for construction is $3,523,472. This total includes federal, state, and local project-related costs. $3,243,917 is reimbursable to the State and the City. Of this amount, $149,133 will be reimbursed directly to the State by the U.S. Department of Transportation. The total reimbursable amount to the City is $3,190,266.

 

The AFA covers two projects: 0918-47-427 and 0918-47-428. For Project # 0918-47-428, the City used TDCs to match the federal grant. These are not real dollars. This expanded the City’s certified allotment of TDCs for the funding year. For Project Number 0918-47-427, the City must pay its 20% match using real dollars. This non-reimbursable cost is $51,745. In addition, the City must pay the Direct State costs for both projects, which total $79,397. The Direct State costs are also not reimbursable.

 

The City will budget for the pending expenditures in the Fiscal Year 2024-2025 Budget. TXDOT has an indirect cost of $149,133. The approval of this AFA and the future project aligns with the 2024 Critical Business Outcomes CB03. An informational memo is attached. Staff will be present to answer any questions.
