Body
REQUESTOR:
City Manager’s Office
BACKGROUND:
Legal services play a critical role in ensuring the City of Farmers Branch operates in accordance with applicable federal, state, and local laws while protecting the City's interests and minimizing legal risks. As a municipal government, the City regularly encounters complex legal matters involving contracts, land use, economic development, personnel, public safety, litigation, and regulatory compliance. Access to qualified legal counsel provides the City Council and staff with the guidance necessary to make informed decisions, navigate legal challenges, and carry out municipal operations effectively.
Effective November 4, 2026, Nichols Jackson will no longer serve as the City’s legal counsel. The City has issued a Request for Qualifications (RFQ) for legal services. In the interim, to ensure continuity of legal representation and avoid service disruptions, the City has retained TOASE to provide legal counsel during the transition. TOASE will represent the City in all legal matters, including municipal prosecution services, until a permanent legal services provider is selected.
DISCUSSION:
Resolution No. 2026-111 will reaffirm the engagement of TOASE as the City’s provider of legal services and municipal prosecution services.
FISCAL IMPACT:
Budgeted funding for legal services approved in the Fiscal Year 2026-27 budget, dependent upon hours needed and the level of litigation services provided.

Citywide
