BACKGROUND:
Streets provide two main functions: (1) provide a designated travel pathway for vehicles and bikes in Farmers Branch, and (2) provide a means to transport surface runoff from storms into the off-street or below-ground stormwater conveyance system. Streets are constructed of full-depth asphalt, full-depth concrete, or concrete with an asphalt overlay.
A condition assessment is a subjective rating of streets based on signs of deterioration. Therefore, PW Staff plans to implement a Pavement Condition Index (PCI) rating system. The PCI is a numerical rating that assesses the condition of a roadway's surface. The PCI will help us prioritize maintenance and rehabilitation.
This list will help Public Works to plan and budget multiple street projects over multiple fiscal years based on their current condition. The list will also include pavement treatment types ranging from crack seal repairs to full-depth pavement repairs depending on the deterioration of the street identified by the PCI rating system.
DISCUSSION:
The City issued a Request for Proposals (RFP), Bid# 25-03, seeking proposals to perform a street PCI, provide survey results that integrate with the City’s GIS as a service for street planning and prioritizing future street rehabilitation and maintenance projects based on the street PCI results. The City received four proposals. Two of the proposals did not meet the requirements of the RFP. The remaining two were reviewed and assessed based on the evaluation matrix provided in the RFP. Staff believes either of the two firms that met the RFP requirements can perform the service; however, staff found StreetScan USA, Inc. provided the best value to the City.
The City will receive objective pavement scanning results that show pavement rutting, cracking, and distress, the location of the issues, the location of all signs in the city, and an objective rating of the street condition, all of which can be mapped. This information will allow staff to forecast future budget needs better and prioritize street projects over the next few years.
