BACKGROUND:
The City’s south side 1.5-million-gallon elevated water storage tank located at 3725 Valley View Lane, north of Valley View Lane, was built in 1970 and last repainted in 2008. The City’s west side 5-million-gallon ground storage tank located at 2417 Wicker Avenue was built in 1990 and last repainted in 2010. Exposure to the Texas sun has deteriorated the paint to the point that it needs repainting. Tanks in this area generally need painting every fifteen years.
On July 24, 2024, the City executed a professional service agreement with Birkhoff, Hendricks and Carter, LLP to provide engineering services to test the existing paint, evaluate structural repairs if needed, and prepare plans and specifications for repainting the tank exterior.
On September 3, 2026, the City received and opened three bids for the tank painting project.
On September 9, 2026, the City reviewed and evaluated the sealed competitive proposals submitted by the prospective contractors. J.R. Stelzer Company submitted the lowest responsive and responsible bid meeting all City requirements in the amount of $1,846,960.
DISCUSSION:
The City received three bids for the elevated tank painting project; the bids received were as follows:
• J.R. Stelzer Company in the amount of $1,846,960
• O&J Coatings, Inc. in the amount of $2,293,500
• Classic Protective Coatings, Inc. in the amount of $2,433,940
FISCAL IMPACT:
The Fiscal Year 2026-27 budget approved a budgeted financial impact of $1,846,960.
POSSIBLE COUNCIL ACTION:
1. I move to approve Resolution No. 2026-140 as presented.
2. I move to approve Resolution No. 2026-140 with modifications.
3. I move to table the issue for further study or take no action.
