Title
Consider approving Ordinance No. 3988, amending the Farmers Branch Code of Ordinances, Section 82-95 “No Parking Zones” to add a no parking zone on Knightsbridge Road from Luna Road to Crown Drive; and take appropriate action.
Body
REQUESTOR:
Public Works Department
BACKGROUND:
Knightsbridge Road, from Luna Road to Crown Drive, was designed and constructed as a four-lane divided boulevard intended to accommodate adjacent high-density multi-family development. The roadway front is adjacent to five properties: four multi-family residential complexes and one church. Each property provides adequate on-site parking to meet the needs of residents, patrons, and visitors.
DISCUSSION:
During the summer of 2025, representatives of adjacent property owners contacted the City to report safety concerns about vehicles parking in the travel lanes of Knightsbridge Road. Parking within the travel lanes effectively reduces the roadway to a single lane in each direction, negatively impacting traffic flow and visibility. Parked vehicles also obstruct sightlines for motorists entering and exiting driveways, increasing the risk of traffic accidents.
In response, the Police Department and Public Works Department conducted a joint evaluation of the corridor. As part of the review, all five property owners submitted a signed petition and completed questionnaires documenting their concerns regarding on-street parking and roadway safety.
Based on the investigation and property owner input, the City installed “No Parking” signage along Knightsbridge Road in November 2025. Although State law does not require signage to prohibit parking in travel lanes, signage was installed as the best practice to improve clarity and address established parking behavior along the corridor.
To ensure consistent and effective enforcement, the Police Department proposes that the no-parking designation along Knightsbridge Road be formally codified in Sections 82-95 of the Code of Ordinances.
FISCAL IMPACT:
The cost to install several no-parking signs with posts was $1,700, funded by the Streets maintenance and operation account.
