BACKGROUND:
As part of the City’s ongoing investment in water infrastructure, the Public Works Department has implemented a proactive Capital Improvement Plan (CIP) focused on strategic areas where water and sewer lines have reached advanced age. This plan prioritizes the replacement and rehabilitation of aging pipelines to ensure the continued reliability and efficiency of the City’s water and wastewater systems.
Through the maintenance, repair, and replacement of aging infrastructure such as pipelines, the City can assess and verify the integrity of these critical systems, reduce the risk of service disruptions, and improve long-term system performance.
In the Fiscal Year 2025-2026 operating budget, the City Council approved funding for pipeline repairs along Bee Street from the Cooks Creek Channel to Valley View Lane. These repairs are necessary as a prerequisite to the planned pavement rehabilitation project along Bee Street from Valwood Parkway to Valley View Lane, which was approved by the City Council at the February 17, 2026, City Council meeting.
Prior to the start of pavement rehabilitation, the existing underground infrastructure must be addressed to prevent future damage to the newly rehabilitated roadway. The project will include repairing the existing pipeline and replacing aging manholes along this corridor to ensure the long-term integrity and functionality of the utility system before roadway improvements begin.
This section of the pipeline is best repaired utilizing pipe bursting. Pipe bursting is a trenchless repair method that involves breaking and, often, expanding the existing buried sewer line while simultaneously replacing it with a new pipe. Compared to open cuts, pipe bursting saves time, money, and disruption to adjacent properties. The method will be applied from manhole to manhole and does not require any excavation of the existing sewer main, except at sewer service connections.
DISCUSSION:
The proposed pipe-bursting project consists of replacing approximately 3,715 linear feet of existing six-, eight-, and 10-inch clay tile pipes, many of which were installed in the early 1960s. The project also requires cleaning the sewer mains and replacing the existing manholes. The new sewer mains will be eight and 10-inch HDPE pipes.
The project scope is as follows:
• Pre-construction closed-circuit television inspection (CCTV) and cleaning of sewer mains
• Pipe Bursting of existing sewer mains
• Remove and replace existing manholes
• Reconnections of sewer services
• Post-construction CCTV of sewer mains
The Engineer’s Opinion of Probable Construction Cost (OPCC) of the project is $1,500,000. On February 3, 2026, the City received eight bids for the construction of this project. Tejano Utilities, LLC submitted the lowest responsive and responsible bid, meeting all project requirements, in the amount of $697,894.
Approval of Resolution No. 2026-037 will authorize the City Manager to enter into an agreement with Tejano Utilities, LLC for the proposed scope of work.
FISCAL IMPACT:
Budgeted amount of $697,894 approved in the Fiscal Year 2025-26 operating budget.
