Consider Board and Commission appointments and take appropriate action.

BACKGROUND:
Last year the City Council adopted Ordinance No. 3221 which established a uniform term year to begin in July of each year for board, committee, and commission members. The Library Board, Planning and Zoning Commission, Zoning Board of Adjustment and Building Code Board of Appeals, Parks and Recreation Board, Historical Preservation and Restoration Board, Senior Advisory Board, Community Watch Committee, Animal Shelter Advisory Committee, and the Family Advisory Board each have members with terms expiring this month.
DISCUSSION:
Board/commission members were contacted to see if they were interested in serving another term on their current board, or if they wished to serve on a different board/commission. Those interested in being reappointed were asked to submit an updated Background Check Consent Form. The following board/commission members wish to be reappointed to their current board/commission. Their updated Background Check Consent Forms have been processed.

The above members may be reappointed or City Council may wish to appoint someone from the attached list of applications that have been submitted by residents also interested in serving.
There were five board/commission members that chose to resign. Those vacancies may also be filled at this time from the attached list of applications that have been submitted.
Two board/commission members submitted Background Check Consent Forms that altered the consent statement portion of the form. Robin Bernier modified the form by removing the paragraph that authorizes release of her records; therefore her background check cannot be conducted. Pat Edmiston modified the form by removing authorization to receive reports only from credit bureaus. Credit reports are not conducted as part of the background check therefore her background check was completed.
RECOMMENDATION:
City Administration recommends an individual that is a Farmers Branch resident, a registered voter (excluding the youth members wishing to serve on the Family Advisory Board), and who meet additional requirements specific to a board or commission be appointed or reappointed.
ACTIONS:
1) Motion to appoint or reappoint a resident to the Library Board, Planning and Zoning Commission, Zoning Board of Adjustment and Building Code Board of Appeals, Parks and Recreation Board, Historical Preservation and Restoration Board, Animal Shelter Advisory Committee, Senior Advisory Board, Community Watch Committee, and the Family Advisory Board.
2) Motion to seek additional applications for positions on the Library Board, Planning and Zoning Commission, Zoning Board of Adjustment and Building Code Board of Appeals, Parks and Recreation Board, Historical Preservation and Restoration Board, Animal Shelter Advisory Committee, Senior Advisory Board, Community Watch Committee, and the Family Advisory Board.
3) Motion to modify to meet the needs of the Council.
4) Motion to table the issue for further study or take no action.
