Consider approving Resolution No. 2013-059 authorizing the City Manager to execute a contract with TRI CON Works, L.P. for the construction of the Phase D landfill gas collection system improvements at Camelot Landfill and take appropriate action.

BACKGROUND:
The City owns and is the permit holder for Camelot Landfill, a Type I municipal solid waste disposal facility, located in Lewisville, Texas. Landfill gas collection systems are installed at municipal solid waste landfills to collect and combust the landfill gas in order to minimize the potential for odors and to control a potential source of groundwater pollution. To date the City has a landfill gas collection system comprised of 96 wells, piping, gas condensate collection system, and a flare. Phase D will be the fourth installment of landfill gas collection wells at the facility and will consist of piping to complete a looped gas collection system and installing 11 gas collection wells. In addition, the project will include the installation of 10 leachate extraction wells to be installed in the Pre Subtitle D portion of the landfill.
DISCUSSION:
On June 4, 2013 City Council authorized the City Manger to sign a professional services agreement with Weaver Boos Consultants, LLC - Southwest for the design, permitting, and construction quality assurance for Phase D of the landfill gas collection system at Camelot Landfill. Bid documents were prepared by Weaver Boos, and the bid was advertised on August 30 and September 6, 2013. Bids were opened on September 19, 2013. The lowest qualified bidder was Tri Con Works, L.P.
This project is in compliance with the City Council Strategic Plan Goal 5, to provide functional, sustainable and well-maintained infrastructure, facilities, and equipment. Funds in the amount of $1,858,200 are available in 2013-2014 fiscal year budget in the Landfill Closure/Post Closure account to continue work on the Camelot Landfill expansion, cover the cost of expenses related to the federal lawsuit filed by the City of Lewisville, and install the proposed improvements to the landfill gas collection system. The construction of Phase D of the landfill gas collection system at Camelot Landfill is $570,693.75.
RECOMMENDATION:
City Administration recommends awarding the construction of Phase D of the landfill gas collection system at Camelot Landfill to Tri Con Works, L.P. in the amount of $570,693.75.
ACTIONS:
1) Motion to approve Resolution No.2013-059 authorizing the City Manager to execute a contract with Tri Con Works, L.P. for the construction of the Phase D landfill gas collection system improvements at Camelot Landfill.
2) Motion to deny Resolution No. 2013-059 authorizing the City Manager to execute a contract with Tri Con Works, L.P. for the construction of the Phase D landfill gas collection system improvements at Camelot Landfill.
3) Motion to modify to meet the needs of the Council.
4) Motion to table the issue for further study or take no action.
