Title

Consider approving Resolution No. 2025-014 authorizing the purchase of seven (7) vehicles from Sam Pack Ford through the Houston-Galveston Area Council (H-GAC) Cooperative Purchasing Program in the amount of $532,229.67; and take appropriate action.

Body

REQUESTOR:

Finance, Fleet, and Facilities Department

BACKGROUND:

The Police Department is requesting the purchase of seven 2025 Ford Police Interceptor Utility (PIU) vehicles for the Police Department. The Police Interceptors will be fully fitted when delivered, requiring minimal work by the Fleet Department. This will eliminate the time it takes to put the vehicles in service from the time of delivery. Six of the Ford Utility Police Interceptors are patrol vehicles. The last Ford Utility Police Interceptor will be a detective’s vehicle.

These replacement vehicles are for:

-                     Unit #2180832: a 2018 Chevrolet Tahoe PPV that has been in service for over six years with 115,000 miles and 13,500 hours.

-                     Unit #2181032: a 2018 Chevrolet Tahoe PPV that has been in service for over six years with 105,000 miles and 12,300 hours.

-                     Unit #2181432: a 2018 Chevrolet Tahoe PPV that has been in service for over six years with 55,000 miles and 7,000 hours.

-                     Unit #2200532: a 2020 Chevrolet Tahoe PPV that has been in service for over four years with 115,000 miles and 15,000 hours.

-                     Unit #2210832: a 2021 Chevrolet Tahoe PPV that has been in service for over three years with 105,000 miles and 13,500 hours.

-                     Unit #2210732: a 2021 Chevrolet Tahoe PPV that has been in service for over three years with 95,000 miles and 10,500 hours.

-                     Unit #2000131: a 2000 Ford E150 Van that has been in service for over 24 years with 6,000 miles. This underutilized vehicle will be replaced with an existing vehicle currently used by a detective that does not have emergency lighting on it. The new vehicle will replace the detective’s vehicle.

The Fleet’s replacement schedule for police patrol units is three years, 100,000 miles, or 10,000 hours. These vehicles are being replaced due to age, miles, service hours, overall condition, or a combination of these factors.

DISCUSSION:

The H-GAC purchasing cooperative was used to reduce fleet staff time and take advantage of existing bids from government entities.

Two vendors were asked to provide quotes for the vehicles. Sam Pack was considered the best value proposer because it was either the cheapest quoted or competitive and could deliver the vehicle fully upfitted faster than the competitor.

The Ford Utility Police Interceptors have a Hybrid powertrain. The change to the Ford Utility PIU Hybrids will save on wasted fuel from the idle time necessary for a police patrol vehicle. We expect to save an average of $5,400 per vehicle per year on fuel alone by making this transition. These vehicles will not require any charging infrastructure as they are not plug-in hybrids. They will also reduce engine hours, requiring less maintenance. We are also expecting the change to extend the service life of the vehicles.
