BACKGROUND:
The Public Works Department inspects, maintains, and replaces all traffic signal infrastructure to ensure safe movements for all modes of transportation and pedestrians at all city intersections. The city currently has 62 signalized intersections. During routine inspections and preventative maintenance activities, Staff noticed a rapid deterioration of the traffic signal head housing compartments. In 2024, the City initiated a multi-year project to reconstruct the traffic signal heads throughout the City. The City Council approved Resolution No. 2024-125, awarding the signal head replacement contract to Bean Electric, Inc. Per the agreement with Bean Electric, the City must purchase the necessary supplies to reconstruct the traffic signals. Resolution No. 2025-051 pertains to the purchase of supplies.
DISCUSSION:
Two companies provide traffic signal head supplies in this region of the country: Paradigm Traffic Systems, Inc. and Consolidated Traffic Controls, Inc. The City received bids from both companies. Staff recommends accepting the bid from Paradigm, which was the lowest and meets all necessary requirements. The bids are as follows:
Consolidated Traffic Controls, Inc. - $57,906
Paradigm Traffic System - $55,304
FISCAL IMPACT:
Signal Head Replacement is budgeted in the Streets Capital Improvement Plan.
POSSIBLE COUNCIL ACTION:
1. I move to approve Resolution No. 2025-051, as presented.

3. I move to table the issue for further study or take no action.
