Consider approving Resolution No. 2025-233 reaffirming the City’s authorization of the purchase of traffic control equipment for the Josey Lane and Rawhide Parkway improvements project from Consolidated Traffic Control, Inc., in an amount not to exceed $57,361; and take appropriate action.

BACKGROUND:

The school closures in the Carrollton-Farmers Branch Independent School District (CFBISD) earlier this year shifted some students’ routes across the busy six-lane Josey Lane, prompting the City to review pedestrian safety. To improve pedestrian safety at the intersection, the City considered either reconfiguring the road to reduce lanes or installing more affordable signalized intersection improvements.

 

On April 22, 2025, the City Council approved Resolution number R2025-065, awarding a Professional Services Agreement to Kimley-Horn and Associates, Inc. for design and engineering services related to the installation of a traffic signal at the intersection of Josey Lane and Rawhide Parkway.

 

In August of 2025, the Public Works Department solicited quotes for the purchase of four traffic signal poles and mast arm assemblies for the upcoming Josey and Rawhide Intersection Improvement project. The lead time to order signal poles and mast arms is approximately 26 to 30 weeks due to various supply chain and tariff issues. To minimize project delays, the Public Works Department ordered these materials before the rest of the project was awarded. The department received three quotes, and a fourth was non-responsive. Consolidated Traffic Controls, Inc. had the lowest bid, meeting all City requirements. The quotes were:

 

                     Structural and Steel Products, Inc.- $65,769

                     Techline, Inc. - $59,157

                     Consolidated Traffic Controls, Inc. - $57,361

                     Durable Specialties, Inc. - No response

 

DISCUSSION:

Although the purchase amount falls within the City Manager’s approval authority per City policy, the City Council’s affirmation is required for approvals over the amount of $50,000. Resolution No. 2025-233 reaffirms the City Council's authorization for the purchase of the traffic signal poles and mast arms in the amount of $57,361. Staff will be available for any questions the City Council may have.

 

FISCAL IMPACT:

The purchase price of the traffic signal poles and mast arms is $57,361.  Funds were approved as part of FY 2025-2026.
