Title

Consider approving Resolution No. 2026-130 authorizing and approving an interlocal agreement for law enforcement services with the North Texas Tollway Authority; and take appropriate action.

Body

REQUESTOR:

Police Department

BACKGROUND:

In the past, the Texas Department of Public Safety (DPS) has partnered with the North Texas Tollway Authority (NTTA) for law enforcement services for tollway systems through an Interlocal Cooperation Contract. In 2026, DPS opted to not renew its Interlocal Cooperation Contract with the NTTA, ending the law enforcement services DPS provided for the tollway system effective August 31, 2026.

Cities with NTTA tollway roads running through their jurisdictions now provide primary law enforcement services for their respective areas, and although the NTTA has no statutory responsibility, it is proposing to compensate for this unanticipated additional work to demonstrate its commitment to being a strong regional partner.

DISCUSSION:

Within the Farmers Branch City limits, the Police Department now oversees law enforcement for two segments of the Dallas North Tollway (DNT) and one segment of the President George Bush Turnpike (PGBT). This includes crash response and investigation, incident management, traffic enforcement, and other related public safety services.

The NTTA used a lane-per-mile cost in its contract with DPS and uses the same formula to set compensation amounts for the cities now providing law enforcement services. The lane-per-mile cost in the contract with DPS was $15,109.85 per lane-mile. Their definition of lane-mile is the number of travel lanes multiplied by the length of the roadway. For example, if the road has eight travel lanes (4 in each direction), one mile of roadway would be eight lane miles. If only half of that roadway was in the city, one mile would be four lane miles.

For Farmers Branch, the lane-miles are 2.5 of the DNT and 4.8 of the PGBT, resulting in an annual payment of $110,302 ($37,775 for the DNT and $72,527 for the PGBT).

No data is available to analyze workload response and resource dedication to the sections of the tollway in the City. Data will be available to do so at the end of the proposed ILA; adjustments, if necessary, can be made to any future agreement.

FISCAL IMPACT:

Projected revenue of $110,302.

DISTRICT:

Districts 3 and 4.
