Consider adopting Ordinance No. 3312 amending the Code of Ordinances, Chapter 82, titled "Traffic and Vehicles" by adding Article VII, establishing an Automated School Bus Stop Sign Enforcement Program creating a civil offense for a school bus stop arm violation; providing requirements, procedures, and fees relating to the administrative adjudication of such; providing for the imposition, collection, and disposition of civil fines, penalties, and costs; and take appropriate action.

BACKGROUND:
Concerned for student safety, Dallas County Schools has equipped all 900 of their school buses with a camera system that records school bus stop arm violations.  About 30 of the buses service the school campuses located in Farmers Branch.  Dallas County Schools has offered the use of their camera system to enforce violations that are occurring in Farmers Branch.  When a violation is revealed by the system, the registered owner of the vehicle will be served with a notice of the violation and is subject to a $300 civil penalty.
 
The program is designed to enhance student safety and help educate the public on the danger of passing a school bus stop arm.
 
Should the City of Farmers Branch decide to establish an Automated School Bus Stop Sign Enforcement Program, Dallas County Schools desire to enter into an interlocal agreement with the City of Farmers Branch authorizing them to enforce and administer the program. There are no direct costs to the taxpayers of Farmers Branch to participate in this program.
 
RECOMMENDATION:
Recommended motion City Administration is to adopt Ordinance No. 3312 amending the Code of Ordinances, Chapter 82, titled "Traffic and Vehicles" by adding Article VII, establishing an Automated School Bus Stop Sign Enforcement Program creating a civil offense for a school bus stop arm violation; providing requirements, procedures, and fees relating to the administrative adjudication of such; providing for the imposition, collection, and disposition of civil fines, penalties, and costs.
