Consider approving Resolution No. 2025-118 authorizing the City Manager to execute a contract with Builders of Hope CDC for the Valwood Revitalization Project and take appropriate action.

BACKGROUND:

The Dallas County Replacement Housing Program utilizes $2.5 million in federal grant funds allocated by Dallas County to demolish dilapidated homes and construct 10 new single-family homes for eligible residents of Farmers Branch.

 

On June 3rd, an update on the Dallas County Replacement Housing Program was presented to the Council during a study session. During this session, the Council provided general guidance on how to proceed but no official action was voted on at this time.

 

Following the study session, City staff consulted with Dallas County, about the proposed project, and out of an abundance of caution, the City administratively decided to issue a Request for Proposals (RFP) to solicit bids from interested parties for the selection of a builder.

 

The RFP was released on June 20, 2025, with a proposal deadline of July 7, 2025, to meet the two-week minimum requirement. Proposals would be evaluated based on the following criteria:

                     organizational capacity and approach to project implementation, timeline, design plans, and cost estimates

                     experience in designing, building, and constructing accessible housing or similar projects using grant funding

                     experience in designing, building, and constructing accessible housing or similar projects for Farmers Branch residents that fit the fabric of the community

                     linkage between city objectives and the organizational mission

                     total cost projection

 

The RFP followed our standard process and was advertised on the Farmers Branch website, Dallas Morning News, Civcast, and distributed to local builders. In response to this call for bids, the City received a single proposal from Builders of Hope CDC.

 

DISCUSSION:

On July 7, 2025, the City received one bid for this project from Builders of Hope CDC, which meets all the requirements outlined in the Request for Proposal.

 

FISCAL IMPACT:

The project cost of $2.5 million will be funded through a Dallas County Grant.
