BACKGROUND:
In an effort to support the City’s commitment to traffic safety, the City, in partnership with North Central Texas Council of Governments (NCTCOG), has evaluated traffic signal communication solutions to improve the reliability, efficiency, and coordination of the City’s 60 signalized intersections.
In early 2025, the City participated in a Regional Traffic Signal Program Survey conducted by the NCTCOG. As part of this effort, the City compiled and submitted a detailed inventory of existing communication components at signalized intersections and identified an estimated $495,255 in needed replacements to enhance system performance. Based on the information collected, NCTCOG identified deficiencies in the current traffic signal communication infrastructure, highlighting opportunities for system-wide improvements.
DISCUSSION:
On March 13, 2025, the Regional Transportation Council of the North Central Texas Council of Governments approved a set of projects to upgrade signal coordination equipment, with a focus on three key objectives: communications, signal coordination, and video detection. The City was selected to receive a total award of $495,255 to support upgrades to its traffic signal infrastructure.
To participate in the program, the City was required to:
1. Identify specific equipment to be installed at each intersection in accordance with NTCOG Signal Standardization guidelines
2. Document equipment and procurement costs within the funding agreement
3. Comply with Texas Department of Transportation (TxDOT) and federal procurement requirements
4. Utilize funding for the purchase of equipment only (no installation costs)
The proposed Resolution No. 2026-047 will approve the Advance Funding Agreement (AFA) between the City and TxDOT for the purchase of materials needed for the signal enhancements, with funds reimbursable to the State through the approved Surface Transportation Block Grant Program administered by NCTCOG, in the amount of $495,255. Materials purchased under the AFA must meet TxDOT approval standards and comply with all applicable procurement policies.
FISCAL IMPACT:
Fiscal impact of $495,255 provided by advanced funding from TxDOT, with State reimbursement provided through the approved grant from NCTCOG.
