Consider approving Resolution No. 2025-162 adopting an Active Transportation Plan for the City of Farmers Branch; and take appropriate action.

BACKGROUND:

In June 2023, the City Council approved Resolution No. 2023-054 authorizing an agreement with the City of Farmers Branch and Kimley-Horn and Associates, Inc., for the development of an Active Transportation Plan.

 

The plan development was delayed until the adoption of the Comprehensive Plan to ensure alignment and to utilize public engagement efforts during the process of developing the Comprehensive Plan. The City has worked closely with consultants to provide a review of existing conditions, gather public input through in-person events and a survey, develop pedestrian and bicycle maps, and prioritize active transportation projects.

 

At the August 19, 2025, Study Session meeting, consultants and staff presented the Active Transportation Plan to the City Council and compiled feedback. Based on Council feedback, the policy was updated to remove the mandate language for staff and Council, allowing Council to make modifications to recommendations brought before them. Responses to inquiries and changes made to the document are included in the attached memo.

 

DISCUSSION:

The City adopted the Citywide Trail Master Plan in 2015 to promote a connected pedestrian and bicycle-oriented trail network. Since the Trail Master Plan was adopted, the City has undergone changes, particularly in the area west of I-35. Additionally, the Active Transportation Plan shifts the focus from trails to a more multimodal approach. The Active Transportation Plan will build on the work accomplished by the Trail Master Plan and lists infrastructure projects that improve mobility. These projects were evaluated based on criteria obtained from public engagement and best practices, with the highest priority on user safety.

 

If adopted, the Active Transportation Plan will assist the City in budgeting for infrastructure improvements and increase eligibility for grant funding.

 

The consultants’ deliverables align with the 2025 Strategic Plan (Critical Business Outcome 3), the adopted Comprehensive Plan, and the Sustainability Plan.

 

The Sustainability Committee has reviewed the document and unanimously recommends its adoption.
