Title

Consider approving Resolution No. 2024-166 authorizing the City Manager to execute a contract with Stearns, Conrad, and Schmidt Consulting Engineers, Inc. dba SCS Field Services for the construction of the Phase G landfill gas collection system expansion at Camelot Landfill in the amount of $1,123,150; and take appropriate action.

REQUESTOR:

Public Works Department

BACKGROUND:

The City owns and is the permit holder for Camelot Landfill, a Type 1 Municipal Solid Waste disposal facility in Lewisville, Texas. As organic material in garbage disposed at the Camelot Landfill is decomposed by microorganisms, gasses are emitted.  The two primary gasses produced during decomposition are the odorless gasses Carbon Dioxide and Methane (98-99%).  The other 1-2% of the landfill gases are the odor-producing compounds. Although odorless, methane is explosive and must be controlled.  The most common control method for landfill gas control is a landfill gas collection system. The landfill gas collection system is a series of pipes and wells connected to a blower or compressor, which sends the gas to a flare where the methane is burned or to engine(s) where the methane is combusted as fuel in electricity production. Landfill gas collection systems are installed at municipal solid waste landfills to collect and combust the landfill gas to minimize the potential for odors and to control a potential source of groundwater pollution.

Due to the increased disposal capacity, Camelot Landfill is subject to additional regulations. The City has 30 months from the submittal of the required non-methane organic compound (NMOC) report to install a landfill gas collection system in any area of the landfill that has waste that was buried over five years ago.

The Northwest portion of the waste disposal area contains waste disposed of over 5 years ago. In 2019, some landfill gas collection wells and piping were installed along the west slope of the northwest portion of the landfill. This area of the landfill was the site of the active disposal area.  Due to the age of the waste in place at the bottom of two of the cells in this portion of the landfill, the landfill gas collection system must be expanded into this area to meet regulatory requirements.

To date, the City's landfill gas collection system comprises 144 gas wells, piping, a gas condensate collection system, and a flare. Phase G will be the seventh installment of landfill gas collection wells at the facility and will consist of piping to complete a looped gas collection system and installing 34 gas collection wells.

DISCUSSION:

On February 7, 2023, the City Council authorized the City Manager to sign a professional services agreement with Weaver Consultants Group for the design, permitting, and construction quality assurance for Phase G of the landfill gas collection system at Camelot Landfill.  Bid documents were prepared by the consultant, and the bid was advertised on June 28, 2024, and July 5, 2024.  Bids were opened on August 9, 2024. The City received two bids: SCS Field Services at $1,123,150 and Advance One Development at $1,550,239. The lower qualified bidder was SCS Field Services. The bid amount is $1,123,150.00.

The project is a regulatory requirement due to the age of the waste material. In addition, it aligns with the City Council Strategic Plan Goal 5-to provide functional, sustainable, and well-maintained infrastructure, facilities, and equipment.

Funds in the amount of $905,440.03 are available in the 2023-2024 fiscal year budget in the Landfill Closure/Post Closure account to continue work on the Camelot Landfill expansion and install the proposed improvements to the landfill gas collection system.  The construction of Phase G of the landfill gas collection system at Camelot Landfill is $1,123,150.00. The difference between the budgeted amount and the bid amount will be handled during the end of year adjustments.
