REQUESTOR:
City Manager’s Office
BACKGROUND:
In 2014, the Cities of Farmers Branch, Coppell, Carrollton, and the Town of Addison created a shared emergency communications center, the North Texas Emergency Communication Center (NTECC). The facility operates from a leased space of 11,800 square feet, with the initial lease term ending in April 2029. However, the existing space was insufficient for the center's growing needs over time. As a result, the expansion of the existing facility to the second floor was discussed. However, expanding upstairs and annual lease escalations are cost-prohibitive compared to buying and building a facility.
DISCUSSION:
In early 2023, the Cities started discussing plans for NTECC expansion to accommodate long-term needs. As a result, a needs assessment was conducted, which revealed that more space is needed to meet the cities' growing needs. Additionally, cost analysis revealed that a new building would reduce costs by over $24 million over a 30-year term.
The estimated cost of the proposed construction of the new NTECC building is $22.263 million. Farmers Branch's share of the cost is $5 million. The City of Farmers Branch, through Certificate of Obligation (Cos) Bonds, has allocated $5 million for NTECC. This Certificate of Obligation Bonds was approved as part of the FY 2024-25 budget process (Ordinance No. 3887) to pay for designing, constructing, renovating, improving, and equipping a public safety communication facility and dispatch center and acquiring land.
The first interlocal agreement to purchase the land to construct the new NTECC building was approved during the October 17, 2024, City Council meeting. The City closed the purchase of the land on December 6, 2024.
This agenda proposes Resolution No. 2025-048 to approve a second interlocal cooperation agreement to design and construct the new NTECC building between the City of Farmers Branch, the North Texas Emergency Communications Center (NTECC), the City of Carrollton, the City of Coppell, and the Town of Addison. Each City contributes funds based on a three-year average of calls for service, and the maximum project cost for each City is as follows:
|
Addison |
16.8070% |
$3,361,400 |
|
Carrollton |
48.7819% |
$9,756,380 |
|
Coppell |
11.9524% |
$2,390,480 |
|
Farmers Branch |
22.4587% |
$4,491,740 |
The agreement sets the cost for the City at $5 million, as approved through the Certificate of Obligation Bonds in 2024. The goal is to have operational facilities constructed and ready for use by lease completion in April 2029.
FISCAL IMPACT:
The budgeted financial impact of $5 million was approved through a Certificate of Obligation bond approved in FY 2024-25.
