Title

Consider approving Resolution No. 2025-032 and awarding a contract to Mister Sweeper L.P. for annual city-wide street sweeping services in the amount of $82,000; and take appropriate action.

Body

REQUESTER:

Public Works Department

BACKGROUND:

The city performs street sweeping using a combination of outsourced contractors and Staff. The Public Works Department outsources routine street sweeping. Routine street sweeping across the city helps maintain the appearance by collecting litter, leaves, vegetation, and sedimentation from the streets and gutters, which provide the infrastructure for people to move across the city in vehicles and serve as part of the city’s stormwater conveyance system. Proactively removing these materials from the stormwater conveyance system, this activity also slows the degradation of the quality of the creeks traversing the city. Staff performs street sweeping in response to certain spills or erosion events, cleans up after city projects, and, when time allows, collects leaves.

DISCUSSION:

This agenda item was first presented at the February 4, 2025, meeting; the City Council requested to bring more information. The Public Works Department is requesting to enter a contract with Mister Sweeper L.P. for the 2025 Street Sweeping Program. This will be a unit-price contract using pricing through a Cooperative Purchasing Interlocal Agreement with the city of Lewisville. Lewisville received competitive bids during the procurement of this service. Larger cities such as Lewisville get better pricing than smaller cities because the number of miles to be swept is considerably more.

The street sweepers will sweep the curbs and gutters of all city streets and either directly haul the waste material to a landfill or dump it at an agreed-upon location for future transport to a landfill. Regarding waste disposal, previous contracts for the sweeper service have not required the Contractor to track the amount of debris collected. With the new contract for the sweeping operations, the Contractor will measure the amount of debris collected if approved.

Regarding the impact of on-street parking, the Contractor’s pricing is for sweeping city streets in a set amount of time. The Contractor would notify the city seven business days before sweeping. During this duration, Staff will post a social media reminder informing the public of the upcoming service. The Contractor will stay in Farmers Branch until the entire city is swept. Residential streets will be swept during the day, while commercial areas will be swept at night to maximize curb miles. Daytime is when on-street parking is minimal in residential areas, while nighttime is better for commercial areas. If the sweeper operator encounters a vehicle parked on the street, it sweeps around the vehicle and then moves back to the curb as soon as possible.

Mister Sweeper L.P. has performed street sweeping services for Farmers Branch in the past. This will be a unit-price contract using approved funds in the 2024-2025 Fiscal Year Public Works Street Maintenance operating budget. This contract will commence upon approval and contract execution and will be extended under the terms of the city of Lewisville Contract, provided funds are approved in the Public Works Budget.
