BACKGROUND:
The Webb Chapel Road Water and Wastewater Improvements Project represents a critical investment in the City's aging utility infrastructure and supports the long-term reliability, safety, and sustainability of essential public services. Much of the existing water and wastewater infrastructure within the project area has exceeded its useful life. Replacing these facilities will improve system reliability, reduce maintenance and emergency repair costs, enhance water quality and wastewater system performance, and minimize the risk of future service interruptions for residents and businesses.
On October 8, 2024, the City Council adopted Resolution No. 2024-169, authorizing the execution of a Professional Services Agreement (PSA) with Birkhoff, Hendricks and Carter, LLP for engineering design services associated with the Webb Chapel Road Water and Wastewater Utility Improvements Project. Under this PSA, the Public Works Department identified the replacement of existing water mains and sanitary sewer lines along Webb Chapel Road as a critical infrastructure priority.
On September 16, 2025, the City Council passed Resolution No. 2025-139, authorizing $418,067 for Phase 1 of the Webb Chapel Water and Wastewater Improvements project. The project addressed aging cast-iron, asbestos-cement, and clay pipes that had exceeded their service life, including a critical waterline crossing at Farmers Branch Creek.
Phase 2 of the Webb Chapel Water and Wastewater Improvements will focus on the areas between IH-635 Service Road and Veronica Road and from Selma Lane to Valley View Lane. This project will replace approximately 4,200 linear feet of water mains in sizes ranging from 8 to 16 inches. It will also replace approximately 3,700 linear feet of sanitary sewer mains and replace nine sanitary sewer manholes.
The project was planned as a four-phase, multi-year effort to manage costs, minimize construction impacts, and maintain service continuity. With Phase 1 completed and focused on replacing and restoring the broken waterline crossing at Farmers Branch Creek, the City is now advancing Phase 2 of the project. Funding for the project is being provided through the City’s 2024 Water Infrastructure Bond authorization.
DISCUSSION:
Approval of Resolution No. 2026-082 will approve the agreement with Dallas Underground, LLC, for Phase 2 of the Webb Chapel Water and Wastewater Improvements Project.
The engineer’s OPCC for Phase 2 of the project is $2,953,118. On May 12, 2026, the City received seven bids for the construction of Phase 2. Dallas Underground, LLC, submitted the lowest bid, meeting all requirements, in the amount of $2,695,813.

Budgeted fiscal impact of $2,695,813 approved in the Fiscal Year 2025-26 operating budget.
