BACKGROUND:
Maintaining City facilities protects the City's investment in public assets, helps prevent costly emergency repairs, and ensures facilities remain safe, reliable, and functional for employees and the public. Annual infrastructure planning, combined with the comprehensive facilities assessment, allows the City to prioritize capital improvements based on objective data, support long-term financial planning, and address the most critical building needs in alignment with the City Council's Strategic Goal of investing in high-quality assets.
As part of the effort to meet the current City Council Strategic Goal “Investing in Maintaining and Providing High-Quality Assets,” staff annually identifies building infrastructure projects for the current fiscal year that are needed for City facilities. In addition, a complete Facilities Assessment with consultant LAN is being conducted on all City Facilities. This study will identify and rank building infrastructure projects that will need to be addressed.
Preliminary results of the Facility Assessment Study indicate that the interior paint at Fire Station #3 is a high-priority issue. Fire Station #3, built in 2008, has not had its interior repainted since opening.
This project is crucial to maintaining the City’s current facility infrastructure, and timely updates are necessary to provide a safe and welcoming environment for our staff and community.
DISCUSSION:
On June 6, 2026, the City received three competitive bids from qualified contractors for the painting of the interiors and equipment bays of Fire Station #3 and the Fire Administration interiors. Bids were carefully reviewed to ensure compliance with project scope and City procurement standards.
Following this evaluation, it has been determined that Elite Restoration Services is the lowest responsive and responsible bidder, with a total bid of $49,895 for painting the Fire Station #3 and Fire Administration interiors and equipment bays.
Approval of Resolution No. 2026-091 will award this contract to Elite Restoration Services, providing a cost savings of approximately $25,105 below the original $75,000 budget allocation, allowing the City to complete this necessary infrastructure project within budget while retaining available funds for contingency or related needs.
