BACKGROUND:
The Public Works Department maintains and repairs all public roads and their corresponding facilities within the Farmers Branch. Pavement marking is a part of road maintenance and repairs. Pavement markings are a vital component of road maintenance. The City does not have the equipment to remove old, install new, or replace existing pavement markings, so this function is outsourced. Each year, the Street Division budgets an amount to remove and/or install pavement markings across the City.
DISCUSSION:
City staff researched and found a local City with a pavement marking contract that allows other cities to utilize their pricing. The existing contract was secured through a competitive bidding process through the originating City's purchasing regulations. The budget size for this project is relatively small to receive favorable unit bid prices. In this instance, partnering up with a larger City's unit bid prices allows the Farmer Branch to receive favorable bid prices by leveraging a larger City's volume for pavement markings. This item is for the approval of a cooperative purchase agreement with the City of Allen's Interlocal Agreement to maintain pavement markings at various locations throughout the City.
The Contractor for the pavement marking services is Road Master Striping, LLC. The services are provided via a unit price bid. Road Master Striping, LLC. has performed this contract for the Farmers Branch for the past several years. All previous work was performed in a timely manner and to the Department's satisfaction.
