BACKGROUND:
On June 16, 2021, the Environmental Protection Agency (EPA) published the Lead and Copper Rule Revisions (LCRR) to protect public health by replacing 100% of lead service lines. On November 30, 2023, the EPA announced the Lead and Copper Rule Improvements (LCRI), which will be published in October 2024 to further protect children and adults from the health effects of lead in drinking water. The Public Works Department is currently complying with all LCRR requirements and is preparing for LCRI as well. Part of the proactive plan is to replace all older cast iron water mains within the city due to the potential of containing lead.

The Public Works Department has identified the water mains and sewer lines within Webb Chapel Road as a priority for replacement. A significant amount of those water mains is cast iron, while the remainder is asbestos cement pipe, all being 50-70 years old. Part of the water mains are large 12-inch and 16-inch main distribution lines that are crucial to maintaining water quality and service to the city. There is also a section of a water main that crosses Farmers Branch Creek that had a break in the Fall of 2022 and has since been out of service. In addition, the Public Works Department proposes replacing the older clay wastewater lines that are also 50-70 years old.

This project will be designed and constructed in four phases over the next few years. Repairing the broken section of the water main that crosses Farmers Branch Creek is a high priority, so it will be Phase 1 of the proposed project.
