BACKGROUND:
On October 8, 2024, the City Council adopted Resolution No. 2024-169, authorizing execution of a Professional Services Agreement (PSA) with Birkhoff, Hendricks and Carter, LLP for engineering design services associated with the Webb Chapel Road Water and Wastewater Utility Improvements Project. Under this PSA, the Public Works Department identified the replacement of existing water mains and sanitary sewer lines along Webb Chapel Road as a critical infrastructure priority.
The records show that a substantial portion of the existing waterlines is composed of cast-iron pipe, with the remaining sections consisting of asbestos-cement pipe. Both materials are approximately 50 to 70 years old and have reached or exceeded their typical service life. The system also contains 12-inch and 16-inch primary distribution mains, which are essential to maintaining reliable system pressure and uninterrupted service throughout the city. Notably, a segment of the waterline crossing Farmers Branch Creek experienced a break in fall 2022 and has remained out of service since that time, further underscoring the urgency of replacement.
The sanitary sewer infrastructure within the project limits consists of a clay pipe installed more than five decades ago. The age and material type of this system present increased risks of infiltration, inflow, and failure, making replacement necessary for both compliance and service reliability.
