BACKGROUND:
Maintaining a consistent and sustainable fleet replacement cycle is essential to ensuring the reliable delivery of high-quality municipal services. A proactive replacement program allows the City to anticipate capital needs, reduce escalating maintenance and repair costs, minimize vehicle downtime, and ensure employees have safe and dependable equipment to perform their responsibilities effectively. Strategic fleet planning also promotes long-term financial sustainability by reducing unplanned expenditures and allowing replacement costs to be incorporated into the City’s multi-year financial planning.
The City’s standard fleet replacement benchmark is 10 years, 100,000 miles, or 10,000 hours. Continuing to operate units beyond their useful life leads to escalating maintenance costs, unplanned repair downtime, and greater safety risks for City crews delivering essential public services.
DISCUSSION:
Approval of Resolution No. 2026-109 will authorize the purchase of 19 municipal fleet vehicles across five operating departments, totaling $1,518,495. The package replaces aging front-line equipment across Parks Maintenance (11 units), Community Services (4 units across Code Enforcement and Animal Services), Fleet Maintenance (2 units), Historical Park (1 unit), and Public Works Streets (1 concrete mixer truck).
Replacing these assets is vital to maintain operational reliability, public safety, and fiscal discipline across the City. The majority of the vehicles being retired have been in continuous service for 13 to over 20 years, far exceeding the City’s standard fleet replacement benchmark of 10 years, 100,000 miles, or 10,000 hours.
