BACKGROUND:
In January 2013 a section of a 21-inch diameter concrete sanitary sewer main collapsed. The location of the collapse was in the median of Valley View Lane adjacent to Farmers Branch Creek near the YMCA's Johnston Outpost. This collapse required an emergency repair to avoid the discharge of sanitary sewer waste onto public or private property or into Farmers Branch Creek. The sewer main is approximately 21 feet deep and repairing the 115-foot long section of sanitary sewer required equipment and expertise that the City does not have internally. Due to the depth of the sewer main and its condition, it was determined that it was in the best interest of the health and safety of the public to hire a qualified contractor to perform the repairs as quickly as possible.

The City had to immediately hire a pumping company, rent barricades and other equipment that were paid from the Public Works Utility Division operating fund. This allowed the sanitary sewer system to continue to be operational.

In February 2013 a 16-inch water transmission main had multiple leaks along a 12-foot section of the main located at the northwest corner of Josey Lane and Valwood Parkway. This water transmission main required an emergency repair because if a second water main break would have occurred in the area, numerous homes and businesses could have been without water and fire protection. The area of repair was able to be isolated resulting in minimal disruption to area customers. Due to the extent of the repair, the material of the pipe, and the need for a specialized order of pipe, the repair required expertise not available internally.

Both the sanitary sewer main and the water transmission main were originally installed in the 1960's.
