BACKGROUND:
During a recent HVAC/Heating inspection by the City's HVAC contractor, it was determined that four (4) Gas/Electric HVAC units require replacement due to wear. These units were already budgeted for replacement in Fiscal Year 2026. However, the units need to be replaced immediately because they provide critical heating to the Farmers Branch Community Recreation Center.

DISCUSSION:
The HVAC/heating units are essential for maintaining adequate heat, and their failure presents an urgent operational need. For this reason, the staff is proposing immediate replacement.

To address this emergency, in accordance with purchasing best practices, the staff utilized BuyBoard Cooperative Purchasing and contacted Trane U.S., Inc., which has the required units in stock and can complete installation within the next few weeks. The purchase will be made using BuyBoard's competitively procured pricing to ensure timely delivery and cost savings for the City.

The City Manager has authorized the work to proceed, as the total cost falls within his $100,000 purchasing authority. This resolution is being presented to the City Council in keeping with the City Manager's commitment to financial transparency for all purchases exceeding $50,000.
