Title
Consider approving Resolution No. 2025-104 authorizing the City Manager to execute, negotiate, and amend an Agreement for Fire Station Alerting upgrades with US Digital Designs; and take appropriate action.

Body
REQUESTOR:
Innovation and Technology Department

BACKGROUND:
The City of Farmers Branch has been using US Digital Designs Fire Station Alerting for over ten years, and it is critically in need of upgrades to continue operating properly.

DISCUSSION:
The Fire Station Alerting system was installed in 2015 as part of the project to create the North Texas Emergency Communication Center (NTECC). During a recent required refresh of some hardware, it was discovered that several design and installation deficiencies exist. The original installation company is no longer in business.

The vendor has proposed recommended updates to bring the system up to current standards. These include $102,682 for work at Station 1, $50,139 for work at Station 2, and $119,257 for work at Station 3.

This work will have a combined one-time cost of $272,079, which will be paid from Series 2024 Certificate of Obligation (CO) bonds that have already been issued for the development and equipping of public safety facilities, including a public safety communications facility and dispatch center (NTECC).

US Digital Design's Fire Station Alerting system is proprietary and only available through them; they do not work with resellers. Since NTECC implemented this system for all member cities, to maintain consistency in operations, it is cost-efficient to stay with the same system. Therefore, this will be a sole-source procurement.

FISCAL IMPACT:
Unbudgeted Financial Impact of $272,079, which will be paid from existing Series 2024 CO bonds (NTECC).

POSSIBLE COUNCIL ACTION:
1. I move to approve Resolution No. 2025-104 as presented.
2. I move to approve Resolution No. 2025-104 with modifications.
3. I move to table the issue for further study or take no action.
