BACKGROUND:
Every two years, the Texas Commission on Environmental Quality (TCEQ) allocates funds generated by landfill tipping fees to the 24 Councils of Government (COGs) in the State of Texas. NCTCOG allocates a portion of the funding toward local and regional Implementation Grants such as the COG Solid Waste Grant. The COG Solid Waste Grant's eligible project categories include Source Reduction and Recycling, Household Hazardous Waste, Litter and Illegal Dumping Programs, Local Solid Waste Management Plans, Technical Studies with a regional Scope/impact, and Educational Training Projects.

DISCUSSION:
The City of Farmers Branch Emergency Management, in partnership with Emergency Management for the cities of Carrollton, Coppell, and the Town of Addison, wishes to apply for the COG Solid Waste Grant with a project in Local Solid Waste Management Plans. With this grant, the Quad Cities' Emergency Management wishes to work with contractors to create either a joint Disaster Debris Management Plan between all cities or an individual Disaster Debris Management Plan. Having Disaster Debris Management Plans will allow for improved preparedness, faster recovery, and potentially reduced costs and environmental impacts. Having this plan will allow for a more organized and efficient response in the aftermath of a disaster. The City of Farmers Branch will be the lead applicant for this project.

The grant application requires a resolution of support from the City Council. Based on a provided estimate, this project will cost between $200,000 and $220,000. This amount will be fully reimbursed by the grant.
