BACKGROUND:
On February 3, 2025, the Texas Motor Vehicle Crime Prevention Authority (MVCPA) awarded the City a grant under the Catalytic Converter Grant Program for law enforcement agencies to detect motor vehicle theft, including catalytic converter theft, for $104,166, with a City total cash match of $20,834. The City maintains an existing service agreement with Flock Group, Inc., which was executed on April 29, 2021, for other investigative products and services.
DISCUSSION:
Flock Group, Inc. offers a comprehensive solution with proprietary features in its license plate readers and software, making it a Sole Source provider. The Police Department desires to enter a contract with Flock Group, Inc., to purchase 18 Flock Safety License Plate Readers, ten Flock Safety Video Cameras, and one Flock Mobile Security Trailer. These cameras will be deployed throughout the City to assist in detecting motor vehicle theft and wanted individuals, including catalytic converter thefts.
FISCAL IMPACT:
The MVCPA grant awarded $104,166 with a required City match of $20,834. The City match will be paid from the approved and allocated funds in the Police Department’s FY 24-25 operating budget.
