Conduct a public hearing and receive a presentation of the 2013 City of Farmers Branch/Dallas County Hazard Mitigation Action Plan (HazMAP) Update.

BACKGROUND:
A HazMAP forms the foundation for a local community's long-term strategy to reduce disaster losses and break the cycle of disaster damage, reconstruction, and repeated damage in the next disaster. Jurisdictions are required to develop a Hazard Mitigation Plan as a condition of receiving Federal Hazard Mitigation Assistance (HMA) funding. Requirements and procedures for local mitigation plans are found in the Code of Federal Regulations (CFR) at Title 44, Chapter 1, Part 201.6 (44 CFR Part 201.6). In 2009, the City of Farmers Branch, by Resolution No. 2009-002, adopted the Dallas County Local Mitigation Strategy as our local mitigation plan for our community. This plan was coordinated through the North Central Texas Council of Governments and had eleven (11) Dallas County municipalities participating in the planning process. As the Dallas County Local Mitigation Strategy approaches its 5th anniversary, the City of Farmers Branch is now required to review and edit the plan. For this edition of the HazMAP, the Dallas County Office of Homeland Security and Emergency Management is coordinating the multi-jurisdictional planning process.
DISCUSSION:
As required in 44 CFR 201.6, the City is required to create a Hazard Mitigation Planning Team to address Hazard Mitigation issues specific to our community. The Farmers Branch Hazard Mitigation Planning Team is part of the Dallas County Hazard Mitigation Working Group that oversees the planning process and who is responsible for collecting all of the participating community's Hazard Mitigation planning information and compiling it into the Dallas County Hazard Mitigation Plan.
