BACKGROUND:
The Finance Director position is critical in ensuring the City's financial compliance, operational integrity, and long-term fiscal planning. Disruptions or delays in financial oversight, reporting, and strategic decision-making can significantly affect the City's operations and public trust.
In January 2025, the City engaged Strategic Government Resources (SGR) to provide interim financial leadership, including budget planning and preparation support, during this critical transition period. This engagement was essential to maintaining stability and operational continuity within the Finance Department.
DISCUSSION:
To ensure continued leadership, oversight, and strategic direction, the City proposes to extend its existing contract with SGR. Under this arrangement, SGR, with the oversight from the City Management, will continue to:
* Lead and manage the Finance Department
* Ensure continuity of financial operations, compliance, and reporting
* Oversee budget development, planning, and forecasting
* Provide executive-level financial decision-making support
* Collaborate with the City in developing and executing a plan for a nationwide search to fill the permanent Finance Director position
This extension is necessary to bridge the leadership gap while preserving operational consistency and mitigating risk. It also gives the City the time and flexibility to conduct a comprehensive and deliberate recruitment process for a permanent Finance Director while maintaining stability to effectively conduct audit and prepare for the budget.
